Buses Going Away or Pay?

I never thought it was a law - always made sense to me. Put the wheelchairs on first, strap them down (you have room to both load them and work around them to strap them down), THEN you load the rest of the folks who can now crowd around the wheelchair.

It seems odd to have/need a law about this.
