A person on FB is having trouble getting an ADR for 3. She can get 2 or 4, but not 3. There's no problem with reserving for 4 and showing up with 3 people, is there?

That seems to be fine. I have never seen any reports of anyone being charged for a no-show of an individual guest as long as the reservation is keep and someone shows up.

As you would more than likely be seated at a table for four then there shouldn't be any issue

I've done this numerous times for all kinds of dining. The only way I see it being an issue is if it's for a reservation where you have to pre-pay the full amount, as they want you to list all four people going. In those rare instances, call the dining line. I have never been charged for showing up with one or two less people. Things happen - we've had people get stuck in traffic, fall ill, or just plain change their minds about wanting to eat out with us. As long as some of your reserved party shows, you're fine.
