Hmm...that's a tough decision.
I'd say early, early morning or really late at night.
I like running to my favorite rides when I get their first thing in the morning, but I also like the romantic atmosphere that being there at night has. I can't choose!

During December is Great. The decorations give the parks, and all areas a different feel and look.

February-March is my other favorite, weather is great!
