People leaving Rise of the Resistance out of their top 10(!) are nuts.

Splash Mountain is my favorite ride.... But Mansion is the best ride... If that makes sense.

"Best" and "favorite" are not the same thing. It's really not all that fun if you're not a Star Wars fan. An immersive Star Destroyer is only so cool if you don't know what a Star Destroyer is, and the rest of the ride isn't all that exciting except for the escape pod.
Wouldn't it make sense for a 70-year-old grandfather or a 7-year-old girl to prefer attractions like Soarin' Around the World to Rise?
I rank Pirates, Indiana Jones Adventure, and Radiator Springs Racers as the top three in no particular order, as my favorite always seems to change.
The next tier would probably consist of Haunted Mansion, Mission Breakout, Space Mountain, and Rise of the Resistance.

The ride ain’t all that. It’s fun, but I won’t cry if I never ride it again.
It does make sense. Except I just substitute POTC for Mansion in your statement.
Yep- When I rode it there was no line, none of this 'boarding group' nonsense. I just walked up and rode it.
And when I got off, I went 'welp, that was fun' and didn't feel the need to walk right on over and ride it again. It's a beautiful ride, in some ways it's really well executed, but it's definitely not worth the hassle to go ride it now with all the work it takes to hopefully get on.
If this were any year before '97, or even '06, yes I think the case could be made that Pirates is definitely the stronger ride.
But with all of the alterations that have been made to Pirates the last 20 years, I think the ride differs far too much from what the original team's creative intent was- with multiple additions that actively undermine the rest of the attraction.
Mansion is still mostly intact. Yes, HMH has taken it's toll on the building and sets. Yes, Constance now lurks in the attic. Yes, April/December isn't there anymore. There are tons and tons of little effect/lighting/other subtle changes made to the Mansion since it opened. But the ride still closely resemble what was built in the '60s, with nothing near as egregious as Redd or Jack.
You make a good case for the Haunted Mansion. However, even with the awful changes my vote still goes to POTC. Not a knock on Mansion but I think the first half of POTC is Better than Mansion. The Bayou through pirate ship battle scene is perfection. All the magic for me is in that first half and is what I look forward to the most
If we look at the first half of pirates in isolation, I definitely agree.
The first half through the caverns is the part of the ride that has almost exclusively been improved since the ride opened. Many of the vignettes that are iconic- the man before the first drop, the chess players, etc. were added after the ride opened in '67. Getting rid of Davy and installing a practical effect with a figure that looks straight out of a Marc Davis/Blaine Gibson creation was a huge step in the right direction.
It's amazing how effective the first half of that is, relying only on music and static figures. Even with all the bells and whistles modern WDI has at their disposal, the argument can be made the first half of that ride still hasn't been surpassed.
And then to get even more granular the two drops (particularly the first drop) under the talking skull and into the caverns for me is the most magical moment in all of Disneyland and just really resonates with me and brings me back to my first visits to the park as a young child.

A 70 year old grandfather was 27 when Star Wars came out so that is totally wrong. My 72 year old father (who is a grandfather) and not the biggest Star Wars fan by a long shot told me today he wants to buy a light saber and a droid when he goes this year.
Dangerous argument, though. I’d argue that the only real metric for measuring the Best attraction would be how it appeals to the senses to become your favorite.
Gringotts, technically, is probably the most advanced attraction at Universal Studios Florida. But you’d get yelled at for calling it the Best.
Rise is incredible; I still had more fun on Pooh’s Hun PPO ny Hunt.
Anecdotal, obviously. There are a lot of 7-year-old Star Wars fans too. But I feel most of both groups are probably the Soarin’ type.
