Best Place to Watch Illuminations

The elevated terrace next to the Mitsukoshi restaurant in Japan
has a stellar view of Illuminations.
Above all the folks on the promenade.
It's often overlooked because it's mistaken for an employee entrance..
To get there, go up the stairs near the Mitsukoshi department store.
