It seems like I remember when they did a press release about it that they said Dinner would be a character meal. I want to say they were going to have Lumier, the beast, Belle, etc. but I can't find the press release cause its been so long, so you can take what I said with a grain of salt. I'm just going from memory.

I forgot to mention that I also seem to remember the plan being that it would be a counter service for lunch and a table service for dinner much like the new Hacienda de San Angel in Epcot.

From everything I've seen/read, it's presumed that it's not a character meal in the traditional sense, but rather there will be some sort of animatronic "show" that occasionally happens around you. (Think Rainforest Cafe meets BatB) Whether there will be actual costumed characters involved is anyone's guess at the moment.

In one of the concept artwork there appears to be a Lumiere AA on a mobile cart, much like Remy in Chefs de France.

And yes, it'll be Counter Service during the day, and then switch to Table Service in the evening.

Unless I'm mistaken, there will be three dining rooms: The Ball Room, The Library, and the West Wing. The place is supposed to be a monster, with seating for 500+.

Well, I spoke to Belle just a couple of days ago - seriously, I was really talking to "Belle" about this - and she said that it will be a wonderful "show" hosted by Cogsworth and Lumier - so I am assuming in the audioanamatronic sense. However, that she and the Beast will be there to welcome their guests. So there are your characters. I hope this information helps!
