But the lockers are only free at UNI for a certain amount of time, and if you're not back because the lines were too long then you end up paying... so they are only really free when the lines are manageable or when you have a fastpass.

The only times I've used a locker were at Blizzard Beach, for obvious reasons, and when riding Kali River Rapids. The latter was great, as I was going in the morning on a somewhat slow day, so I was on and done while still in the free rental period of it. Score!
