We went to that PPP in Feb and I never saw anyone in there without a wrist band. There were sign everywhere that people could go in at 4pm with the PPP ticket but that park closed at 7pm and the event would begin.
I see point that some who plan far haead might not check the hours again and see they have changed.

Worst case scenario would be someone who plans every detail of their vacation more than five months ahead and then:

- Never goes on Disney's website.
- Never signs on to any of the many fan sites like this one.
- Doesn't read any of the materials provided to them on check-in [if they're in a Disney Resort]
- Arrives at MK on a day that PPP is scheduled and manages to enter the park without noticing any of the numerous signs as you approach advising that the park will be closing at 7PM.

Yep, this person is going to be complaining at Guest Relations when they've been asked to leave the park because there's a hard-ticket event scheduled.

I can see the biggest problem with those who don't plan, who stay off site and who don't pay for the park hopper option. Although, like others have said, those who must leave at 7pm and have hoppers will hop to the other parks, making those parks more crowded. WDW doesn't seem to have all that many of these parties scheduled in August and noe in the first week of August. So hopefully the crowds will thin out through out all of the parks. My group for one is looking forward to trying to get tickets for this party!
