So far, I've seen the cookies on Main Street in the MK and in World of Disney at Downtown Disney in the Boys (AKA Pirate) room. I'm sure they can be found in all the usually character cookie spots though.
My brother and I usually forget about the character and choose by net weight since the price is the same.
