When my 60 day window hits, should I use the app or website? Which is easier/quicker to use for booking fastpasses?

Whichever is most convenient for you. The website on a computer will probably be faster and easier, but mainly because the app is pretty bad and you'll probably have to deal with a lot of crashing with the app and general slowness.
If access to either a phone or computer is no different for you, I would absolutely use the computer.

Website. Make sure you're plugged into your modem or close to your WI FI router so there is no "lagging".

Both, and I would have at least two different browsers running on the website. Sounds ridiculous, but that is how I made my FP for my last trip - app, Chrome and Microsoft Edge.
Everything about planning for WDW is ridiculous. Thanks for the advice.
