It is my understanding the F&W event info is to be released on Aug. 8, and reservations open on Aug. 11. Check http://www.disneyworld.com/foodandwine for details.

most likely a dumb question, but when you say "reservations" do you just mean for these special events?
Yeah, for the events like the Party for the Senses, Food and Wine Pairings, Sweet Sundays, and whatever else they are offering this year.

It's not the economy that's pushing back the release of specific event days, it's apparently the coordination of events with some cooking competition involving big-time chefs that's scheduled for the first weekend of the Festival, September 26-27 (Bocuse D'Or Competition).
The latest is that the event schedule will be released on Friday, August 22 and reservations begin on Monday, August 25, 7:00 a.m. (E.D.T.)
So what's the general setup of the Food & Wine? There are ticketed/reserved events (admission available for an extra charge I'm sure) but are there open areas that park visitors are invited to drop in on without additional charge?? I'm hoping to plan a trip for the end of Septemeber and all of these festivals are new to me. :shrug:

In short, there are really two basic components to the Festival. There are booths set up around the World Showcase featuring the food and beverages(!) of about 40 different countries from around the world. You can sample foods and libations from the booths for somewhere between $4 and $7 per booth. It is open to anyone and everyone at Epcot and does not involve purchasing any pre-tickets (just your regular park ticket).
The second component involves reservation-only events that are held not only at Epcot, but also at WDW venues and restaurants. Signature dinners, wine tastings, seminars, food presentations by local, national and international chefs, these can take place at the former Wonders of Life pavilion, the former Odyssey restaurant at Epcot, or at various WS restaurants and/or other WDW resort restaurants. They can be either during the day or in the evening, but you do have to make advanced reservations since most (if not all) fill up very quickly. Prices vary for these events, but they are typically expensive.
The F&W Festival is "not to be missed" if you are a foodie and like to taste great food and wine from around the world...and you may even get to meet a world-reknowned chef!
Some of the events are ticketed. Those are the ones we are awaiting the schedule for at the moment. There are others - such as cooking demonstrations, wine tastings, lectures - that are free. When you enter the park, pick up the schedule book. All the presentations for the day will be listed in there. Also, there are kiosks, representing different countries, set up around the WS where you can buy appetizer/tasting-sized plates of food or a small glass of wine.
From what I understand, WoL is serving as the festival center again. Have fun! The F&W Fest can be a great time.
