Annual Pass Voucher Redemption Location at the MK?

Alright, first time AP holder here. I've seen plenty of AP questions here, but can't find this one specifically. I apologize if it has been posted previously. My first day of my upcoming trip starts at the MK - my understanding is that to exchange the AP Voucher for the actual pass, I want to go to Guest Services, which I can find at the front of the park. However, as I stare at the voucher, it says specifically on it that I need to go to a ticket sales location at the TTC, and the accompanying letter says to visit "any Walt Disney World Theme Park ticket window." Since I'll be on site and traveling to the park via bus, getting to the TTC would be a bit of a pain first thing in the morning. Is my originally stated understanding correct? Or do I need to get myself to the TTC to exchange the voucher for the AP?

From my understanding you can go to any ticket booth (downtown disney or any of the four theme parks). I have also read that the resorts have can exchange the voucher as well - but I have not seen any confirmed reports.

You can also do it at the Guest Services window at MK. You do not have to go to TTC to do it being you will be on the bus. They can definately do it at Guest Services. They are to right at the front of MK. :)

I have asked the concierge at the resort and they said they cannot activate an annual pass. It has to be at Guest Services at any park or Downtown Disney. This was as recently as Oct 14 @ Kidani Village/AKL. :)

I exchanged my vouchet at the little building not far from the bus area at MK. When I asked at our hotel they said they couldn't do it there. Took a couple of tries to link it to mt magic band so allow extra time if you have fast pasd or restaurant reservations

At one time - sounds like ancient history - you could activate passes at the hotels -- then someone in upper management used their vast wisdom to remove this option - so now you have to wit until you head off to the parks and look for guest services. The ticket windows at the park entrances are easy to locate - but when you are at the various resorts - late at night or early in the AM it would be nice to be able to do everything at check-in. But, who are we to question the wisdom of upper management?

For decades the resorts couldn't do anything regarding AP sales or voucher exchanges. The problem is that they work with two different systems.

Then a few years ago "upper management", as you call them, actually *added* the ability to work with APs at the resorts to try to give more flexibility for Guests. That only lasted a short time because they discovered that the work-around they used to give the resorts access to APs caused an unintended side-effect: if the AP-holder then tried to do anything at the parks' Guest Relations regarding the AP, things like replacing the ticket (before MagicBands) or renewing, the AP simply wasn't showing up in the park-side ticketing system.

So they soon backtracked and went back to the resorts not having access to AP's at all.
