Animated Avatar Help.

Could someone please give me instructions on how to make my avatar animated? I have the file. It is a GIF animation, but saved as a UGI. Could someone load a program (Microsoft Gif Animator is what I have heard is good but I couldn't find it.) IF someone has it, would they please post it for download or a site where I can get it. Then, post how to upload an animation.

The program is very intuitive. You drag and drop GIF files in order, choose transparencies (if any) and number of seconds each GIF will appear in the animation. I am not sure if the program supports UGI.
