Just how was this paid for since it was only open about 5-6 hours in the morning - if that long? The check-in staff appeared to be from the airlines, or were they Disney employees? If all were airline people what would the cost be to Disney? Who was responsible for getting the luggage to the guest rooms?

They were airline employees. I'm not sure if Disney paid for them , but since they aren't there, I'm willing to bet that Disney did pay for them, and decided to save a nickel to inconvenience the guests even more than they already do. Getting the luggage to the guest rooms was a Bell Services person.
