Disney started the 90s out in great shape, but by the middle of the decade they were spread too thin and hurting from the loss of Frank and Jeffrey.
And the Disney of the 80s will always stand out to me as the best time because you had the old guard still working and opening EPCOT Center and TDL, starting the Disney Channel and Touchstone Pictures.
And you had the new guard coming in with Michael and Frank and leading a renaissance in both the parks and resorts and animation (as well as doing things like starting the retail chain).
The one constant between 1980-1990 was a desire ... a demand for the highest quality in anything with the Disney name on it.
That certainly continued in some respects into the 90s ... animation and DLP would be the best examples ... but by the middle of the decade the turn had already begun.
I've often said that WDW jumped the proverbial shark in 1996 with its pepto pink castle and its totally lacking substance -- and never-ending -- 25th Anniversary Celebration (Remember The Magic Because We've Decided It Costs Too Much To Make Any New Magic For You!)
So, no, can't agree the 90s were the best. They started out very strongly, but ended with a huge Millennium-sized thud.
