It's right for what he's referring to. "Meeska Mooska Mickey Mouse" are the magic words used in the opening titles of The Mickey Mouse Clubhouse to make the clubhouse appear.

My daughter loves Mickey Mouse Clubhouse!

I can't wait to take her to see talking Mickey. I think she'll love him :) I will even if she doesn't haha. Its so cool to see this technology. I think little kids would not be as frightened by this Mickey than the traditional non talking ones.

One of the videos looks like the outfit he wears during MVMCP, but there's no guarantee you'll see the talking Mickey.

EDIT: Oops, didn't see the "only" in your post. Talking Mickey seems like he's out during regular park hours and during parties.
