...when I arrive at the resort. I have already booked my trip without adding a dining plan but am thinking about possibly adding one when I arrive. Is this doable or does it all have to be booked at the same time?

No you have to add it at least 24-48hrs before check in.

If your current reservation is a package that includes room and tickets, you should have no problem adding it before whatever the deadline is.
If you have a Room Only reservation and bought tickets separately, then there's no real way to add Dining, unless your tickets are Annual Passes.

I would say add dining as soon as possible so you can start making reservations! Even if you are within the 180 day window, you would be surprised at the availability of some of the amazing restaurants around WDW property, including IN the parks!

Yes reservations are for anyone just like any normal restauraunt. Dining plan plays no roll. Only thing that helps someone is staying at a WDW resort (no dining plan required) so you can book 180+10 on your 180th day instead of each day one by one at 180 if not staying on property.
