Activating Minnie Van Service Without Staying At Deluxe Resort

Do you have to be staying at a Deluxe in order to activate the Minnie Van service?

If we stay at AoA and leave Epcot via International Gateway, can I walk to BC and activate the Minnie Van service in MDE and then book a ride to AK? If the activation doesn't show up, can anyone go to the front desk and get it activated? Or is the service only for Deluxe guests right now?

I'm curious about this, too as I've heard rumors they've expanded Minnie Van service to the moderate resorts? From what I'm reading on trip reports, it sounds more like an UBER thing where if you're staying at a resort like AoA or All-Stars, and you call the Minnie Vans, they can come pick you up.

I’m wondering too, many people suggest you can call one if you are in the vicinity of a participating resort but all the info reads ‘staying’ at one of the resorts covered...
We stay at the Dolphin so would be easy to walk to Yacht Club or Boardwalk to get one but unsure if MDE will allow it as it knows where you are staying?

They announced today that Pop Century was being added. I'm going to be at AoA soon, so I'm at least going to ask at the desk. Depending on free time, I might just walk over to Pop and see if they'll activate the service for me.

All of this is silly, if you've got a guest that wants the privilege to pay you $20 for stuff, they should just let you.

Not sure the sense in limiting it to certain resorts apart from in the early testing.
Someone in a deluxe could be going to visit family at a moderate for example and jump a ride there so if someone at that stop is looking for one surely they’d just run it as like you say it’s not complimentary
