We stayed at several different hotels in town and upon check in the Hotel Desk usually has a sign up clipboard for morning transportation to the ship.
It fills up fast and then can be chaotic finding a ride.

Never found it an advantage to be close to the Cruise terminal.

Last trip we had to tip a linen truck delivery driver for a ride in his van, as did other couples.

Lots of unlicensed bootleg “Gypsy” cabs with as many horror stories in the news.

More shuttles? Better signage and communication? Just fix the issues the OP mentioned.
Are you conflating some of the other posts with the OP's? The OP never mentioned there weren't enough shuttles or a lack of signage/communication. Just that there were a lot of passengers due to 2 ships and the need to shuttle some passengers (plus luggage) between terminals added to it. It's not a regular occurrence so the matter is "fixed."
