Disney says the Garden View Lounge reopens March 19, with reservations opening on February 19:

I'm glad they're using loose leaf tea, which should result in higher quality than you'd get from bagged tea.

Twinings isn't the highest quality tea in the world, but I'm sure Disney already has a relationship with them since they sell it in the UK pavilion. And it's not bad.
