Generally speaking, there are two approaches to blocking a sightline issue. One is something large and closer to the thing you're trying to block -- like a facade wall, rockwork cliff, etc. The other is something much shorter and very close to the guest's viewing point -- an 8 foot wall is enough to block an unsightly view no matter how tall it is, if the 8 foot wall is right next to you. So managing the sightlines can be done by not allowing guests much distance from the (short) obstruction by using carefully placed short walls, foliage, etc. and avoiding big plazas that afford a distance, in the area.
