First, let me offer you a hearty welcome!

Second, a little more info would help. Are you looking for parks to try, resorts to stay at, restaurants... And your brother, what are his interests? Are there any movies or TV shows that he likes? That would help narrow things down a bit.

Breakfast at Whispering Canyon and let your server know it's his birthday, they should make it fun. Get a birthday button at guest relations for him and let everyone wish him a happy birthday. If you have time and money how about Cirque du Solieil followed by a nice dinner at one of the signatures. California Gill, Yachtsman Steakhouse,Hollywood Brown Derby etc. You can have a birthday cake served as desert and that isn't that expensive as you may think. One of the dinner shows may also be an option.

My husband set up an Illuminations fireworks cruise for me & invited some of our friends. It's a little pricey, but you can put 10 people on the boat. One of the other couples that came with us had their 2 1/2 year old with them. He was really excited to see the "boom booms" from so close. We had a great time.

Well, it depends. October and the first week of November are the Food and Wine Festival, so the World Showcase area of Epcot can get VERY busy on nights and weekends. Aside from that, on a scale of 1-10, with 1 being "ghost town" and 10 being "I can't BREATHE there are so many people!", I'd place it at about the 4-7 range.
