ENOUGH...It's all rumor
I am not going to pretend that I know everything about everything at WDW. Nor will I pretend to know what I am talking about. However, what I do know is everything that I have read here and on other websites. Lastly, I want to say that I am not trying to step on any toes. I accept any possbility and theories about this wonderful ride. Nevertheless, we are running in circles when it comes to this ongoing discussion. Please consider my comments.
I can conclusively say that it is my belief that the problem with 20K is $$$. Plain and simple, Disney is trying to--like any business--get the most "bang" for their "buck." As such, until they have some type of ride that will make it worth their while they have no incentive to update the area. If the crowds continue to come despite there being nothing in the area, then there is no reason to update it.
Let's examine some of the more common theories on why 20K went bye-bye: ADA refurb, water in the Utilidoors, capacity/attendance, and money/cost of the ride.
ADA Refurb: The ADA says that NEW facilities must be fully compliant. Secondly, a major refurb on any facility must be compliant as well. We already know that the submarine ride at DL could accept wheelchair passengers; therefore, it "could" have been done at MK. Nevertheless, theme parks do have some exceptions to the ADA. For instance, many thrill rides make it IMPOSSIBLE for some individuals to ride--this is considered in the ADA. As such, it is POSSIBLE that the ADA may not apply.
Water in the Utilidoors: This is highly unlikely. If the walls were leaking, don't you think they would have drained it by now? I certainly do. Why would they risk the safety & use of the Utilidoors--something critical to the operation of the MK & WDW.
Capacity/Attendance: While attendance certainly is not a problem at WDW or the MK, the capacity of the ride was. For the most part, the capacity of the ride was fixed. As such, people were left queueing for hours. Today this ride would be perfect for FastPass; however, the ride has been out of commission for a while.
Money: We have seen Disney spend tons of $$$ in the past on projects--what would have stopped them here. However, we also must look at how the ride ran--on diesel power. It would be very expensive to maintain each of the 24 (??) subs. Each has an engine and ran on diesel fuel--certainly not cheap. If the engines were electric, I think it would be more feasible to use electric engines. No matter what--refurb $$$ are short; as are many $$$ at WDW.
All in all, there are several factors which can be blamed for the demise of this wonderful ride. The first is capacity: the capacity for the ride was fixed, which makes for slow queueing; however, we know this would be "fixed" by FastPass today. The second is running power for the subs--diesel fuel. If the ride were to be refurbed, I am sure electric power of some sort would be used. The final factor is NOW the ADA. Since the ride would go through a major refurb, the ADA would MOST LIKELY APPLY (there are some exceptions, such as theme parks--noted above).
FINALLY, the GREATEST factor acting against any refurb on this ride is money. Put simply, I am sure that WDI knows what they want to do with this area of the MK. In the end, they must put those dollars to a higher priority project right now.
Give it time. We will see something come out of this area of the park. We're just going to have to wait for an undisclosed amount of time.
