not really 3 blocks..... I stayed at a hotel in the same block.....and where it is not too far from the beach, those would be some pretty huge blocks. I read on another site that there is speculation that Reflections will be at Fort Wilderness. I thought at first that they were building it at WL because of existing permits. I had posted that that permits at Wilderness are going to be for an exterior renovation lasting through this and next year. Looks very nice with the schematics they posted than a Holiday Inn hotel. The land was demolished in 2019 as the article states (it was originally called Project 89). As with Covid, many projects were put on hold or were completely let go. I believe this was announced at the latest D23., per the article.

15 KV switch gear and transformers are not large. So it won't be for a large hotel building. Think single-family buildings/house like structures.

It sounds like they're taking an existing medium voltage primary circuit and expanding it. If I had to guess this would be for cabins/bungalows expanded further south/east from the existing cabins/bungalows at WL. Each transformer can handle 2-4 of these structures.
They only paid for one set of plans......but I thought they used the plans for Reflections to build the PolyDay Inn...then we will have to matching resorts with slightly different decor in the Magic Kingdom resort area?

The articlew referenced that WDW Magic filed permits for Reflections....Yes and no.
The speculation is about whether the Reflections Resort will restart, because “new” permits were filed recently.
There is no real speculation involved in where Reflections will be though, if it is built. The site is between FW and WL, with the prepped area for the main building near to the new stables at FW and clearly visible from Bay Lake.
That doesn’t mean that the resort will definitely be built. What it means is that it is back on the table and being re- considered. It’s also possible that they reconsider the design, that’s happened at least twice before, including whether it would be an all DVC resort, a mixture of DVC and regular resort etc. The recent permits are for the same locations as originally filed (with a couple of extra ones), but those could also be scrapped.
It wasn’t announced at this year’s D23, and the article doesn’t claim that either.

I think Project S is for the latest version of Reflections. Which may well be similar to the CCV cabins.
