Like the above said, mention your prefered location during the interview and even if you are going to do a phone interview, strike up a conversation with your school recruiter (if you go to one) and mention it with them too. I was lucky to get the location that I requested too.

Yes they do take people from community colleges. I along with 2 out of my 5 roommates all were going to a community college at the time of our CP.

Yes, you can apply during your last semester to participate in the CP right after you grad.

My roommate from my first CP just got accepted for the DL CP over the weekend in Photopass. She isn't going to have a car, but said they would provide a public transport pass for free. Yeah, she was calculating about what her takehome pay would be, and it came out to be about the same.

Yeah, pretty sure there is no limit. As long as you are in college and in good standing, you can keep going back, if you want. I know a bunch of people who have gone 3 times already and I would love to go again for a 3rd one but don't know if that will happen.
