I think Disney's initial desire was to have it finished by late 2016. All the permits I saw had expiration dates of October 31, 2016. Whether that is still (or ever was) possible is beyond my knowledge.

Carowinds had a "no loose items" policy on a few key rides this summer and loading time was the reason in that case. Of course the way Carowinds handles bags with bins at the unload platform is a big efficiency killer.
