Disney no longer has the distribution rights to Studio Ghibli films including Spirited Away. Plus there's already a Studio Ghibli Park in Japan called "Ghibli Park" (emphasis on "Park") and doesn't focus on attractions.

Disney only had the film license to Studio Ghibli films until the early 2010s. Also I doubt Miyazaki would like the idea of Disney handling their IPs.

I remember watching a few livestreams of D23 2017 for the Parks Panel from a few private video recordings from a few websites. Finding a stream that didn't feature people talking over the presentation was a pain in the butt back then.
