    EM1/2H in the am has pretty much no value as a perk, especially with all the people one needs to encounter with any rope drop situation. After hours can have a value if it's at least an hour and a half and only resort guests allowed.

    Fed overrides state, unless fed chooses to ignore, but that's Fed's discretion. Think devil's lettuce/wacky tobacky. There are states allowing it freely, but federal contractors operating in those states need to adhere to federal guidelines or risk losing the contract.

    That doesn't sound like something which would return a dividend to the stockholders. Most on the monorail have already paid for their tickets, money is in pocket, they will stay and maybe even buy another beverage after the ordeal.
