It is if all you say is that cases have increased. You are leaving out increases of tests, who is asymptomatic, who tested positive for antibodies, how many are hospitalized. Just saying there is an increase is irresponsible, as it stokes fear and in some cases hysteria, depression, etc...

But they would need to look at all the data, not just confirmed cases. There are too many variables and not enough people looking beyond the headline of sensationalizing the increase in numbers.
