The sole supporting factor for that belief in my mind is that it's a flagship attraction, being a staple of Magic Kingdom since opening in 1971. But that isn't to say it couldn't pull an Under New Management à la Tiki Room. I think it'll reopen, yes. But I'm not convinced it'll be the same show.
I feel like we’d have heard some rumblings of a significant change by now if that were the case. It is rare that Disney does something with absolutely no one finding out.

I would think once the land is developed ,it is taxed as such....so used or not used currently it would be taxed the same...if they are using it as a break area or for storage it is still being used, and still developed.... Now if it were raked from the earth and turned into agricultural land.....well then they might be on to something....lol
Can they throw some cattle in there like landowners do to get taxed as agricultural land instead of undeveloped land?

No
Hadn't thought about it before, but I could see Disney having something like DCA's Blue Sky Cellar in this space

The Presidential artifacts in the lobby get replaced with models and concept art relating to Cars and Villains

Theater is video presentation explaining everything
Oh my word. They definitely could do that. I hope they don't! What a downgrade that would be!

I saw HOP for the first time in 1977. Even back then someone said a disparaging remark about President Abe Lincoln. I remember, they said,
"That's what you think, you long drink of water!"
