Maybe there could be a land expansion that connects the two parks together, they're close to each other and the land could have an entrance to Critter Country at Disneyland and one near Arabian Coast at Disney Sea.
TDR has no interest in connecting both parks, otherwise they would've done it with Fantasy Springs and Fantasyland

Park hopping is not even an option anymore post pandemic
And it was never encouraged before to the same level it is in other resorts

Sorry, I love the parks but I don't understand the workings and landscape of Tokyo Disney's or the Oriental Land Company's workings.

Curious that they wanted to expand the Electric Railway; in the end, there’s not much of a difference, and it wasn’t going to have a station for the boats. Apparently, it’s not much bigger than the Frozen area in Fantasy Springs, but the design seems more spacious to me. I really like its design; it feels like an improved version of the Hong Kong one. I love how the village has those alleyways, it makes it feel deeper and not just a block with facades.

I loved Fantasy Springs, but I kind of wish we had gotten this instead—at least for the Frozen representation at TDS. Besides everything you mentioned, it probably would have included an additional minor attraction too.

It will be interesting to see what they have planned for this expansion pad now. Most fans are assuming Moana.

The Frozen port is objectively a better layout than the Frozen section of FS

If this had actually gone forward I wonder that would've happened with the FS pad eventually
Would they have used a different IP instead of Frozen, or would that expansion simply not have happened as it did

the initial slate of attractions for both parks' expansions is a textbook example of "oh to be a fly on the wall" to me because of how much was publicly announced...yet how little we actually know about them:
  • a major Wonderland attraction where "it's a small world" was
  • "small world" being moved to between Belle's village and Space Mountain (would've made for a nice transition between Fantasyland and Tomorrowland, I think); insiders imply that the new facility would've had a second, suspended track and a restaurant
  • Nordic Kingdom
word from around that time (2014-2015) points to the Frozen attraction in Nordic Kingdom being a $350-400+ million super E-ticket ([an attraction that evolved into] the Frozen Journey ride we ended up getting?), as well as a flat ride and a restaurant where guests would've "[dined] under a night sky with perpetual auroras like in the film." whether these plans had changed by the time this model was made or after remains to be seen, but at any rate I would've rather taken this over the Frozen third of Fantasy Springs

I remember the insider rumor back then was that Frozen would have had a trackless E-ticket with sleigh vehicles. The flat ride was allegedly going to be in the wooded area and themed to the trolls.

Sounds similar to what they planned for HK before they replaced it with Sliding Sleighs

If I could Monkey Paw it, I’d take this and then Moana subbed into the Frozen Fantasy Springs section. Frozen is better served as a Port and Moana could blend better with the magical water aspects of Fantasy Springs and likely doesn’t need as much dedicated ‘urban land’ space to pull off.

Oh well!

The amount of unannounced projects are suprising, with the debut of star wars characters at tomorrowland, Major renovation happening in Tokyo DisneySea entrance that will be finished in 2028.

OLC Disney Cruise line set to debut in 2029(fiscal year 2028).

New shows and entertainment slate.
They really are preparing something big on the next shareholders meeting.

It's from architectural artist Dan Nicholl's website. I don't know what it was for, though some elements make it look connected to the PotC property. Nicholl has done renderings for Disney resort hotels over the years, including the TDL Hotel and Aulani. It fit Animaniac's imagined area rather well.

adding to that...
  • Rapunzel in Fantasyland, taking up one part of the area Toontown sits on (maybe the other half could've been a mini-revival of the medieval "Mickeyville" concept that was proposed in the '90s?)
  • I was thinking of making the Fantasy Springs plot entirely Never Land, but your thought sounds even better
