That's not the ceiling. That's the brim of the Mario hat which the visor is attached to. The person who filmed this video stuck their phone inside the visor to give us that POV.

I'd think that it would be as simple as the CMs just telling people to hurry up. Shouting at them to move their arses would actually be quite in character in this ride, lol.
But that was out of necessity because of that guest injury (and risk of lawsuit). Selfies of the sexiest room in the shiny, new ride are the best advertising there is. I don't see Disney undercutting that by making guests give up their phones.
