But if it's a highly themed city of Zootopia it will be separate from other parks like Six Flags. Guests would love walking into a Zootopia city. Whether it had a message or not.

Zootopia fits because they are animals. Yea, it's dumb logic, but the average guest doesn't care about some underlining theme. They see animals as the theme. It's a city full of animals...
Why does it matter if conservation is there or not? How does Everest fit conservation? Or Dinosaur?
I'm sure the average guest is wondering "why haven't they put Zootopia in AK? It makes perfect sense.". Makes sense to me.
I'm betting 90% of general guests don't know or care about a story for a park. Don't get me wrong, I love the stories behind the Disney water parks, but people just don't care. Volcano Bay looks beautiful, who cares about a story.
