I thought the lids were just “pinned up”, for lack of a better term? So guests could deposit trash without having to push them open.
Agree, I don't think they were ever actually removed. I quite liked them pinned up. Much easier to just toss something in without the flap getting in the way or opening it with the back of your hand.

Some things were better after covid. This was one of them.

I kind of like them how they were but your example is perfectly logical and reasonable as well.
