Can snack credits be used for food at the Food & Wine food stations?

Yes, for items marked with the DDP symbol. Usually excludes things like specialty drinks and alcohol though.

You bet you they can! I usually use most of my DP snacks credits for F & W stuff. I've heard that some people have had issues where some CMs claimed they did not know how to do it or flat out said no they could not do it - but it has not been an issue for me yet.
