We were at downtown Disney yesterday by the ESPN club walking back to our room in the afternoon and saw a "service" dog stop and poop right on the path. Plus the concrete was very hot and he kept lifting his paws and we could tell they were burning. Very bad pet owner.

Please tell me the owner picked up after their dog.

I truly doubt it was a true Service Dog, where both the dog and human are trained to make sure those things don't happen. Service Dogs are expensive, and they come with "shoes" that are worn when they expect hot surfaces. Same with police dogs. You will see the DLR dogs wear then while working the security check areas, and elsewhere.

The law does allow Disney to ask for a prescription from a Doctor for a Therapy or ESA dog, but decline to do so.

Many businesses from Airlines to Restaurants are doing it due to the abuse of some folks claiming their pet is required by a Doctor, just to let them bring their pet into a place where untrained pets don't belong.
