It’s not for the second half of the year it’s only usually offered select dates late August -Mid December (minus All of Oct the last few years). It is usually released if they have it towards the end of April. Rumor it will be released this year sometime between 4/16-4/23. And there are already several threads about this.

I was in the travel agent in Annan, UK on Saturday they are expecting free dining to be released this Thursday - 19/4/18. I’ll be watching and waiting on Thursday looking to book for July 2019

If a person calls as soon as it opens, how long on hold. Also how soon do the offers run out. For example my travel agent does not call until noon, will I be able to get the deal. I am wanting Boardwalk

Depends on too many factors to give an easy answer - dates, number of nights, resort, how many rooms are available for those nights at that resort etc. I've seen wait times go from 5 minutes to 2 hours or more - IF their reservation computers or their website don't crash.
It also depends on if they offer it to Disney Visa holders before the general public.

thank you for this answer. I shall try to call when they open up and hope for the best (before leaving for work). I live in BC which is 3 hours behind florida; which means getting up about 4am to make the call

Last year I spent over an hour trying to call. I would continue to get "all circuits are busy. please try again." Later on I would get the automated prompts and then get disconnected. It's definitely a struggle, but bring patience.
