Do extra magic hours apply for everyone?

Just wondering, as I am planning to go in the fall and see there are some days in October where the park is open until 11pm and the "extra magic hours" are from 9-11pm. I know, silly question probably but it has been some time since we've been there and I can't remember exactly.

CM's ask to see your Magic Band and scan it to see if your a Resort Guest otherwise they will say your unable to ride..
