In the Parks
No
I was on a website a few weeks back (can't remember what it was called) and it listed all of the different characters and which parks they could be found at. Geppetto (according to this site) is no longer at WDW, but is now frequently found at DLP. Not sure how accurate it is, but I haven't seen Geppetto at WDW in years. When I did it was also in Town Square at Magic Kingdom. :)

He's not out for regular scheduled appearances, but he does appear, as other have noticed in Celebrate a Dream Come True (The Magic Kingdom Day Parade). He can also occasionally be found at Character Palooza at Hollywood Studios or Character Attendant Training at EPCOT.

Jiminy is Disney's conservation mascot, so he appeared at Rafiki's planet watch. He's also a bug so I thought he fit in at Animal Kingdom pretty well.

Jiminy, Pinocchio and Gepetto used to be in town square daily about 3-4 years ago. Sadly, none of them are there anymore.

As has been stated, you best best is to try the Fantasmic! sets at hollywood Studios. Ususally in the Animation Building or Streets of America starting at 4:50.
