Giant turtles and catfish in Epcot Future world lagoon

Today at Epcot we noticed several giant turtles and catfish in the Epcot Future world
lagoon. Later we noticed a new white picket fence around the lagoon, which I figured
was to keep the turtles in the lagoon area (there is some land areas within the fenced in area)...When did this happen?

The turtles and fish have been there for as long as I can remember. I'll wager the fence is more for the uncontrollable wildlife that pays to enter the park than the indigenous life.

Those are Florida Softshell Turtles and they've always been around that lagoon. Occassionally they'll get out and get caught up on one of the sidewalks. My dad once had to pick up a rather large one and move it over the fence. It had managed to wedge itself between the curb and the bottom of the fence and some kids thought it would be fun to throw rocks at it while the parents looked on and laughed.

Not the prettiest animal in the world, but they're always fun to stop and watch.
