I could be completely wrong - but my understanding is the entire river will be filled in. Previously - this was an actual body of water navigable by boats (or rafts as the case may be!) and connected to bay lake and the lagoon.

The water that will be here, will be more like the water that exists in new fantasyland.
I wonder if they will do something like at Disney Springs to make the water look bluer. Does that make sense? Like a painted bottom (is that what it is?). That could look really pretty since the water will not be as wide and won’t be a point of travel.

They might.
The aesthetic of creating a mountain water area can certainly lend itself to clear streams and waterfalls.
Vs the muddy waters of Tom Sawyer.

It’s a special material made of crushed glass. The color comes from the glass so it’s integral to the material and not applied. This is why the color of the Springs have held up so well despite spending more than a decade soaking in chlorine and baking in the sun. Prior to that, a similar material was used for the Finding Nemo Submarine Voyage and was highlighted in a pre-opening video published by Disney.

I got to see (what are likely my last) views of the River last night. The walls still have a decent chunk open, but likely not for long. I will give warning - the walls do make navigating during Starlight a bit worse. Obviously, it's the same physical space mostly. But, people sort of move away from the walls, so it did seem to squeeze traffic moving back and forth behind the viewers a bit more squished. So, plan accordingly if you're going to try and get to/from Tiana's or BTMRR during the parade!

(I actually heard a number of people talking about the plans. The word "Why" came up a lot. Interestingly, it was mostly Brits.)
Those walls block off access to the boardwalk, correct?

No - or at least not yet. The walls effectively end just past the riverboat station, and the boardwalk starts just after that. I didn't go all the way over to Tiana's, so I'm not sure where the walls pick up on that side. And, it's unclear what will happen next. I would guess they will go outside the boardwalk, because there simply isn't room without them. They were using the boardwalk for the walk way during Starlight. If you took that away, I don't think you could have a walk way behind the crowd on the street. (I could obviously be wrong.)

The SFWMD permit shows it all being filled in.

They can now, if they want. Like in Jungle Cruise, the water was brackish in color to hide the track that Liberty Belle was guided along.

The boardwalk, or at least A boardwalk is visible in the newer concept art.
So as of now, they appear to plan on keeping it or replacing it.

The boardwalk goes over the ROA - which is getting filled in. So eventually it will have to be walled off.

From ground-breaking to opening, all of Pandora took 3 1/2 years.

From the time of the D23 announcement of Piston Peak and Villains Land to take "five years," WDW now has fours years to get both Piston Peak and Villains Land done (four and a half if you give them to the end of the calendar year).

They *could* miss their own deadline. But we shouldn't pretend there isn't an announced timeline and start making stuff up.
Disney: I love deadlines, I love the whoooooshing sound they make as they fly by...

Disney Files Permit to Demolish Former Aunt Polly's for Piston Peak Expansion at Magic Kingdom​

If they are literally demolishing the island and every structure on it and leveling the entire area, why is there a separate permit for demolition on Aunt Polly's? Will there be an individual permit for the Mystery Mine, Injun Joe's Cave, The Wind mill, the water mill, the fort, the raft dock etc? I was under the impression they were literally scraping the land and leveling everything....

maybe special permits are required for utility work? 🤷‍♂️

They could just be using that address for the entire island.
