well yes and no.
Yes because there was this thing called multi day pass where the 3rd and 4th day you can do both parks. and Countdown tickets were inclusive of 2 park tickets.

No, Because its not being advertised as a regular option for day Guest

Honestly I don’t get the point of park hopper, the pricing is basically almost double ticket prices. It wouldn’t be worth it to me to deal with 2+ hour lines

US is up to $90 at most but generally is like $65 - 70. But the day tickets are like $150 now so it's not like it's basically the cost of another ticket

I guess if you have one day and want to experience both parks, it saves you a few Yen vs. just buying 2 tickets. But I don't see them selling many at this price.

also during summer season they sell a vacation package that has an all day ride all you can attraction by using the DPA lines or FP lanes.
