Are there any rides that you don’t have VIP access to during a tour? Also, what would a reasonable expectation be for the amount of rides you could do in an 8 hour tour with a quick stop for lunch?

You can do all rides, although I seem to recall that you can only ride Rise (and maybe GotG) once. I’ll ask a couple of people who I know did one recently.
And when Rise first opened you couldn’t do it as part of a VIP tour. Not sure how long that rule lasted for, or whether the same was true for GotG.
Last I looked into it the only rides they said we wouldn't be able to get on would be the ones that were less than a year old, that may have changed though as that was a couple years ago.
The amount of rides you can get on varies depending on what you do with your VIP day. Are you staying in one park? Traveling to others? Obviously the more you travel around the less rides you'll get on. I would suggest picking your absolute "MUST DO" rides and whichever park has the majority of them I'd start at.
