I was speaking with a manager about my upcoming stay at the Swan Reserve and he also said they were opening this Thursday (10/27). Fingers crossed!!!

Yes, you can walk from the Swan Reserve past the Swan & Dolphin and use the same walking paths all the Epcot Resort Area hotels use.
