Not sure if you can cancel IAS but that would seem to be the logical explanation: someone with earlier return times canceled and freed up that return time (albeit, a limited amount).

2) that 1:00 p.m. should be the next available spot.

I don't go to Disney until November next year. It just lets me purchase a lightning lane today for the park if I wanted to. Another problem with the system. It shouldn't allow me to do that. I'm guessing it's because I have a Park reservation.

1) Pretty sure you can select return times....you need to select "purchase ILL" before it shows all available time to select

The only way I see people purchasing Everest is if they get to park late, after crowds build or if they want to re-ride and it's crowded.
