Did this to some people at Universal last October.
We checked it our room at Royal Pacific very early the morning we arrived, just before 7am, and were given our card key. The card key worked on the room door, and the handle would turn, but the door wouldn't open. After several tries and pushing, we gave up, gave our bags to luggage services, and went on to the parks. When we came back from the parks the key and handle worked again as before, but this time the door opened. With a little experimentation we found that there must have been someone in the room who had latched the secondary deadbolt on the lock, and possibly the chain. Even with all our pushing and turning I guess they never woke up, or didn't bother seeing who was at the door.

Hopefully this isn't off topic. Will a housekeeping key or managers key unlock the secondary deadbolt?

Most hotels I am aware of (not specific to disney) have what is called a e-key that will pop the secondary deadbolt. But this is only used (or supposed to only be used) for emergencies when it is absolutely necessary and there is usually only 1 or 2 copies of it. Usually, hotel security controls this key and can only be checked out by certain individuals and the use of the key must be logged accordingly.

Housekeeping keys do not pop these locks.

Happened twice to us.

First time we went to dinner and came back and someone else was in our room and our stuff was in Bell Services. There is a lot more back story to this, but it did happen.

Second time we check-in @ Animal Kingdom Lodge Jambo House. We went to our room and put the card in the lock. The door opened and inside was some families belongings all over the room. We went down to the front desk and they assigned us a new room which was empty this time.

Rooms are not supposed to be available to the front desk to assign to incoming guests until Housekeeping notes that it is ready. Sometimes mistakes are made, but in my first issue the rules are also broken for the sake of being lazy. Safety of the guest should be right at the top of the list for all that work in a hotel/motel. At no time should any guest receive access to another guests room. There are systems in pace to prevent this and if it happens then someone screwed up.
