Are the wait staff here tip dependant or do they receive full wages? Not sure since Be our Guest as counter service lunch wait staff does not receive tips.

You don't typically tip counter service staff.
I've always tipped there (assuming Marketplace). Even though its quick service, they do bring food and drinks to the table etc.

We still do 15% if the server was attentive and hustling. Can't justify any higher since ordering is done via counter/register.
So they do get the tips you leave? I believe at Be Our Guest counter service even if you leave a tip the wait staff does not get it. Tips go back to the restaurant itself.

It is hard to tell at some places. I usually look for a tip jar at the order counter and if there is not I just ask if they take tips. Most recently I had to ask at Red Oven at Universal.At Red Oven, it is a group effort to take care of guests, you order at the counter, bring your own drinks to the table; but they seat you, have reserved seating, bring your food and utensils, and clear your table. I just asked the lady that seated me if they take tips and she said yes.
As far as I know yes. WP is third party operated and not Disney.
