Now I put this idea to bed even before the pandemic but this development seems strange to me. In march there was steel framing, actual beams in the ground where the slabs are now as shown in my second to last pic, now that steel framing is a rounded slab mind you a planter wouldn’t have a concrete base nor do any of the ones their building do. Also take notice that those squares you see in the slab are also in that steel framing which appear to be drains. Lincoln center revision fountain has a very similar base also posted in here. As a scratch my head and wonder why they would go out of their way to do such a thing why else would they build such an apparatus for a flower bed and this scale does come close to the fountain in the original World Celebration concept. That round slab is no flower bed.
