Why wasn't Discovery Island built in Seven Seas Lagoon?

Why wasn't Discovery Island built in Seven Seas Lagoon given that this was man made and Bay Lake is a natural lake?

Yes
Seven Seas Lagoon itself was man made and has three small islands Beachcomber, Blackbeard, and Castaway Cay. Beachcomber is in front of the Poly and still has the remnants of the wave machine (turned off very soon after it was put into operation because it created too much erosion). Castaway Cay has a fireworks launch site thats only used for NYE and the 4th of July because the transportation has to close before during and after its use.
