Why is there a roof on Tokyo's Main St.?

I've seen in numerous videos of Tokyo Disneyland with a roof over Main St. Why is this?

I must admit i was a little surprised they put a roof over main street but when i was there last easter we had a really heavy storm so now i really appreciate it.

There are many outdoor malls in Japan that have a main thoroughfare with shops on either side and a clear canopy covering overhead.
